Argentina: The Judiciary of Entre Rios implements Free Software – We are Free

With the implementation of the “Plan for Innovation in Information and Communication Technologies (ICT) applied to the Administration” the Superior Court continues to advance organizational improvement actions in order to strengthening performance and technical development of its administrative entities • The Upper Body chose TOBA free software, used in the Argentine public universities and community development work, such as carrying on with the Judiciary of Misiones.

The policy of Technology Innovation of the STJ, announced by Dr. Claudia Mizawak, President of Upper Body, in his opening message of this judicial year, aims to strengthen the operational capacity of local administrative units from optimization of information and communication resources.

The “Plan for Innovation in Information and Communication Technologies (ICT) applied to the Administration” was approved by the STJ in General Order No. 28/14, Last September 9, and is developed in two consecutive steps.
 

The first one, which began in September and will run until 2017, carries forward the computerization Personal Area STJ contemplating license management processes, contests and designations; and the Department of Administrative Affairs of the STJ, attending the records management processes.
 

The second stage will begin once the first, and extends until 2019. Provides for the computerization of the STJ Areas Accounting, Treasury, Procurement and Contracting, with their respective administrative processes.
 

When these stages have a global system throughout the administration of the High Court, and thus will have specific tools such as electronic only the personnel file, and digital file management, among others.
 

To make this transformation possible the Superior Court decided to work with open source software systems. It is free and open tools software, which were created in the orbit of the National Interuniversity Council SIU organization, TOBA infrastructure development, at no cost to the judiciary.
 

Since this infrastructure, the Judiciary of Misiones developed their own solutions, joining a community of users and developers around the country.
 

The Superior Court entrerriano joined this community celebrating with his counterpart from the province of Misiones a cooperation agreement for mutual assistance and technology transfer. In this context, on 5 November, the Judiciary of Misiones gave the Superior Court of Entre Ríos System Human Resources Management, developed by the Department of Computer missionary.
 

In order to carry out the various measures envisaged in the Plan Working Committee of the STJ, led by Dr. Mizawak and shaped by the Areas of Upper Body, which is in charge of the created various programs and projects that integrate the initiative, focused on incorporating tools and acquiring new habits of use of information and communication technologies.
 

The Plan is a policy tool that searches instrumental changes and consolidate a new technological culture, for it provides the opportunity for members of our community, as cultural actors bring innovative ideas. So that all stakeholders to present their proposals to the Commission on Implementation of the Plan may do so through Innovation Area created for this purpose by entering the following link.
 

The contributions selected for their contribution to the technological and administrative improvements will be disseminated, including their authors, among our community as creations of value for the development of the judiciary.
 

is underway the first step of the Plan consisting of computerizing Personal Area Judiciary.
 

To that end the installation of the Single Electronic Docket (LEU) was performed on a server for testing, and is expected to end the analysis of structure and function in view of its implementation in the first months of 2015. The conclusion of its implementation is scheduled for August next year.
