The German federal motor transport agency ordered a call for mandatory workshops Volkswagen cars sold with software that allowed them to distort emission testing of diesel engines.
The Federal Motor Transport Authority rejected a proposal by Volkswagen for a call to voluntary workshops, said the news agency dpa.
It is expected that the German transport minister, Alexander Dobrindt, announce details of the plan later on Thursday.
The CEO of Volkswagen, Matthias Mueller, said the withdrawal would begin in January and be completed by the end of the year next in Germany. The company has said that about 11 million vehicles worldwide, 2.8 million of them in Germany, have falsified inspection software in the United States.
