In those long moments with nothing to do, when we lose time thinking nonsense, I imagined a city without Council. Not having a group of people chosen truly democratic, able to decide and act on what the community needs, exercising in turn adequate control over the executive function so I considered software to do such work. A simple algorithm where the priorities of the city they ordered based on the real needs of the population and the impact on their quality of life.
